Updated Analysis of Racial Disparities in Policing

PATF-HoCo adds 2025 Data to its Analysis of HCPD Racial Disparities



The Police Accountability Task Force of Howard County (PATF-HoCo) has completed its annual update of data showing racial disparities in policing by Howard County Police Department (HCPD). PATF-HoCo collected the data supplied by HCPD in response to PATF-HoCo's Maryland Public Information Act (MPIA) requests as well as other MD State and Howard County web-published data dashboards. The 2025 data shows the ongoing disparities in policing outcomes experienced by Black / African American and Hispanic people at the hands of HCPD in such areas as Use of Force, Traffic Stops, and Adult and Juvenile Arrests. This trend has persisted since 2022 when PATF-HoCo began gathering and publicizing the data.


PATF-HoCo's response remains clear and consistent: Howard County Government must

  • commission an independent study to identify root causes of the persistent racial disparities, then develop and implement a plan designed to eliminate the disparities, and

  • pass legislation requiring HCPD to publish this data every year.
