Racial Disparities in Howard County Policing

PATF-HoCo has conducted multi-year analyses revealing significant and persistent racial disparities in law enforcement interactions, particularly impacting Black and Hispanic residents. Through data analysis and public advocacy, the organization has highlighted systemic issues and called for legislative action, transparent reporting, and independent third-party review. Despite clear evidence, meaningful action from County leadership has yet to occur, and advocacy efforts remain ongoing.

Police Accountability Board

PATF-HoCo played an active role in advocating for the creation of a stronger and more independent Police Accountability Board by researching best practices and lobbying for legislative improvements to the Board’s structure, representation, and oversight framework during the legislative process. Since the PAB’s creation, PATF-HoCo has continued to monitor its performance and engage the Board on issues related to police accountability and transparency. Our work includes publishing annual assessments, recommendations, and scorecards highlighting areas where stronger oversight, community engagement, and meaningful action are still needed.

Body Worn Cameras

PATF-HoCo led a sustained advocacy effort to accelerate the adoption and funding of body-worn cameras in Howard County, helping secure County approval after initial delays. Following implementation, the focus shifted to strengthening policy, including advocating for stricter rules around officer access to footage. While progress was made, PATF-HoCo continues to push for stronger safeguards to ensure accountability and transparency.
